I believe that Lanfear was, and if Cyndane is Lanfear she certainly believes it as she thinks it is 'impossible' that Alivia could be stronger. She says no woman 'could be' stronger.

Either she was just very self ingratiating, or she has some reason to believe that Lanfear had the most potential that any woman could ever achieve.
