Just because his actions had these effects does not make him competent. One would assume that quality denotes a certainly ability to achieve INTENDED effects. Whatever the case may be for his competence, a list of the unintended side effects of his actions is not a legitimate argument one way or another. I would hold that he isn't all that far down the charts of competence, but I would not list these as his "achievements." This is like giving Egwene credit for unifying the Tower.
