Thom, Mat and Noal/Farstrider are going to rescue Moiraine from the Finns. In the Snakes and Foxes game "fire to dazzle" is a part of the game. Could the man juggling fire be Noal? This would explain why she doesn't recognise the man and also relate to the future. How Noal might be juggling fire i'm unsure. Maybe it's fireworks or maybe because how he'll be using the fire (to decieve) epitomises juggling (a dextrous and tricky skill).
