Sadly, I don't have the answer.
It is peculiar though, since their doesn't seem to be any environmental or sociological reason for humanity not to have grown in numbers and expanded back into the empty lands. All indications in the series are that conditions were very favourable for societal growth in the centuries preceding Rand's birth.
I wonder if RJ had an explanation for this or if it's just something he didn't think through.
