Because how could anyone guarantee that those same weapons won't be used to kill other humans at some point. Darkfriends, at the very least.
The way the Oath is phrased, all you need is the intention that the weapon will not be used to kill men. And Aes Sedai have been getting over other Oaths often enough. Maybe they'll convince themselves they can confiscate all the weapons once the Last Battle is done.
and Alanna did in EF. But she would also be very aware of the situation and how quickly the dragons would spread to kill men should she not personally monitor the use of them.
I wonder if this is what could have happened to some AS who burnout testiing ter'angreal. Imagine if Setale Anan was tinkinging with one and suddenly create a weapon. Poof burned out!
