Graendal makes it clear that she will not dare stand against someone of Rand or Ishamael's power. To quote her from memory:

"She had no intention of facing his STRENGTH head on, not if Ishamael and Rahvin had fallen before him".

Of course not head on. She does not say she would not face him at all, just not in a way that would allow him to strike back easily.

Rahvin asks Lanfear: "Is he so STRONG? Could he OVERWHELM you face to face?"

Well, obviously not as shown later. Lanfear was just using her "weakness" as an excuse.

Rahvin appeared in the ranks of the Shadow during the Collapse - well before the War of Power broke out. He has survived through a lot of battle and War. He was a general himself. So he would by default know a lot about One Power confrontations.

Being good at leading armies does not mean he would be any good in a duel. It does mean that he would not be a total pushover, but doesn't say very much about how he would compare to the other Forsaken without his armies.

Moghedien said to Nynaeve that Rahvin in particular was much STRONGER in the Power than them, and that they would stand no chance in a direct confrontation against him.

While they were dreaming and Rahvin was walking TAR in the flesh. The context of this quote make it clear that she was more worried about this than their differences in strength normally.

The Guide says that Moghedien could never hope to counter Lanfear's superior STRENGTH in the One Power.

The Guide is not 100% accurate, but this time it is correct. Moghedien would not be able to match the other Forsaken in a direct battle and I never meant to imply that she could. This is partly because she doesn't know reversed weaves.

Bottomline, strength counts. And unless one is much more skilled than the other, strength will usually allow you to prevail in a confrontation.

Of course it does. I never implied it didn't. Battle outcomes would usually be determined by more than just strength and dexterity, but we seem to focus too much on those because they are the heroes main advantages.
