The population in general has been taught for years (for some reason I still do not understand) that instead of looking at the Dragon Reborn for hope they should instead fear him.
Because he was called Kinslayer for a reason. The Dragon Reborn. He's supposed to be the same guy who went mad and killed his entire family. He's also prophecied to break the world. No amount of PR would make people unlearn that.
