I'm not sure how tongue in cheek Cannoli's reply is. However, if it is serious, and I suspect it might be, its a serious indictment on him that he considers Egwene to be a scarier character than any member of the Shadow.
One of two things will happen at Tarmon Gaidon. Down one road, the Dark One will be the scariest thing ever in the few moments of horror the world has left. Down the other path, all of the Forsaken and other villains will be dead or marginalized in a very short time. Only Egwene is likely to be in a position of power in five years. So, yeah. Much more scary.
