I think Tercel's theory on TL explains this quite well: it's not ta'veren, at least not directly, but simply lots of people moving/acting/thinking in accord.
The world gets more right when Egwene becomes Amyrlin, when Tuon becomes Empress, presumably when Elayne becomes Queen. The ta'veren characters get that effect without having to put in any work.

But the keepings hold BEFORE she's Amyrlin, while the Tower is still divided.
So why I'll agree generally, I think it is somewhat localized on one person.
How the Seanchan are doing would be an interesting question.
They keep him at bay...
