I agree that he knew what she would do.
I have no problem with questioning the plan. What bugged me is the immediate "he must be stopped" tone. She is not gathering people to question and discuss. She is trying to unite the leaders against him.
This directly contradicts her point of he must be left alone to follow the prophesies that she used against Elaida.
