I think she was Amys or is a former maiden sent by Amys.
She snuck up on Avi and we know that she thinks only former maidens could do that. She gets Avi thinking about the future of the Aiel which is what is needed at the advent of the LB because they know that the Aiel must change because the world will leave them behind if they don't change with it.
She also appears and dissapears without Avi noticing which means she is a channeler who knows the right weaves or is helped by a channeler. We know the Wise ones know about the weaves from Egwene, or at least I assume they would have learned inverting and masking because of the weaves usefullness.
Amys is very concerned about the future of the Aiel and probably knows very well that Avi is the only chance for them from the dream or some prophecy that the wise one's have.
