It wasn't a really fully thought out theory. 
Even if they were, and they raised him in the Shadow, it's terribly unlikely he would be a "real DF" at 10 y.o. He would have sworn his oaths only when older, would be unconnected to any circle etc. He's too young and immature to be trusted within a secret society like the DF.
