The general consensus is that they are the Aiel who went to fight the Shadow after learning they can channel, and have come back as possible Dreadlords.
Glassy, hazed eyes were a symbol of the madness of the Prophet, Masema, too, correct?

I don't think so. I think it's more likely that they have something to do with Padan Fain.
