Although ostentatious jewelry clashes a little bit with her personality, one thing that has definitely been established about her is that she is very superstitious. If that superstition prompts her to go extra-flashy, then it's a perfectly plausible explanation to me.


Why not protest that the Rose Crown of Andor is not really Elayne's style, or the Amyrlin's Stole is not Egwene's type of garb. While the particular items Fortuona wore in her appearance might not be her personal preference (and what WOULD that be, anyway? We have only seen her while under the veil, in a penitential state where she is pretending to be much less than she really is, or as a captive with little sartorial discretion), the Seanchan are EXTREMELY image-conscious, and for a people who require identically-numbered entourages to avoid dishonor, the ruler simply could not appear less dressed up than the situation requires. If the Empress showed up for court with only a couple of tasteful pieces of jewelry that had personal significance, it would have political repercussions. Women wearing more would be shunned lest they be accused of overtepping themselves, speculation would abound as to what dire mood prompted this austerity, and entire decisions or proposals in the Imperial Court would be altered depending on how her new look was perceived. Regardless of her personal preferences, Tuon HAS to look the part, and in Seanchan, that means going all the way.
