1. I don't think LTT ever came so close to going over the Shadow as Rand did.
True, but then LTT never had a massive amount of the Dark Ones taint in his mind either. He also had 4 centuries or so to mature and gain strength and wisdom to prepare himself for his responsibilities as the dragon.
2. He was Like Rand before Rand used the TP. He (LTT) was desperate and wasn't thinking about the consequences; winning the Last Battle was the only thing that mattered. But he never hit rock bottom.
I disagree. I think LTT was likely much saner and more stable, nor do we have any indication that LTT was so obsessed with winning as you suggest. The Strike makes it pretty clear that LTT (correctly) believed that victory was not possible without dealing with the DO. He knew the risks but he also knew that there were few options available.
And he only became truly desperate and went ahead with his plan when all hope had literally been lost. Despite the costs, it was the right thing to do, since The Strike makes it very clear that the only alternative would have been total victory of the shadow.
