It became clear to me that Thom loved her when he became obsessed with saving her. However. I (like Mat) did not see it happen.

Was it there and I missed it, or .. you know, was it not there?


I don't think it was developed that well, so I can understand your position. The only scenes I recall hinting at a possible romance were when Moiraine told the girls that she knew the face of her husband better than they did and when Thom had hinted that he respected Moiraine even though she was an Aes Sedai. The full-on love only seemed to blossom after Moiraine was captured by the Finns.
