I think it is fairly obvious the "weak" channeler is a new Dreadlord, either trained by Taim at the Black Tower or by Demandred wherever he is gathering the Dark One's armies (he is not in Murandy putting together a small army of Murandians). Most likely he is in the Blight somewhere training a bunch of darkfriends sent to him by Taim to channel.
