I think that there's a space for making a gateway from and another space for making gateways to a particular location.
and to answer your question I don't think you're missing anything...you probably are thinking about it more than anyone else, cause even with the set up I just mentioned I can see people arriving only to be sliced by another slightly offset gateway made by another arrival.

maybe that is why it is Traveling grounds and not Traveling ground
