To me, Tuon, or Empress Fortuona, seems even more fanatical about destroying the WT in ToM than she already was before. We also know that Graendal has recently taken up residence near Ebou Dar. Compulsion? To which goal?
The Seanchan have always all wanted to destroy the White Tower. We had that as far back as TGH where one of Rand's alternate lives saw them going as far as to salt the ground after pulling down the White Tower.
I didn't see any problems with BS's interpretation of Tuon. She's always had a blind spot (as do almost every Seanchan) the size of a house about the Aes Sedai, even if evidence to the contrary (The White Tower not ruling the lands, etc.) is right in their faces. Unfortunately I don't see a binding rod or a'dam in her future, much as I hope one is (or better yet an a'dam, then being forced to swear on a binding rod to be released from it).
