ToM shows the opposite - Perrin STOPS BALEFIRE in T'A'R, and leaves Egwene speechless. Perrin might not be as experienced as Egwene but he's learned fast and I think he's stronger than her (she's strong in the sense that pre-TGS Rand was hard - Perrin is stronger because he knows himself, flaws and all, and has humility).
Egwene is quoting ancient (and modern) Brown scholars...
