1) Why did she tell Mat he had to comply with the content of the letter ? Why not just say "open it in 10 days, and do whatever you want". It's not as if Mat would not act on information about a Trolloc invasion in Caemlyn !!

I thought exact the same thing, it totally makes no sense.
