But it's also inarguable that the common folk who are under Seanchan rule right now have a better life than most of those who don't. They have food, order and stability.
The fact that the Tua'than (sp?) feel safe there is highly indicative that they aren't an entirely bad society.
And yes, there are exceptions, and those are the reason I don't want to see the world under Seanchan rule. But they are nowhere near as evil as some people make them out to be. For sure, they're no worse than any of the colonialist nations in Real Life.
I think that part of Rand kneeling to Tuon will involve binding her to him. However, after Avi's vision, it looks like he will need to modify the Oaths to apply to all future Empresses.
Also remember that it's not enough to just say "free all damane", since many damane have been broken entirely and wouldn't survive without the collar (yes, I find this horrific). I think he'll make the deal something like "free all those who wish to be freed, or all those who have family/friends that wish them to be free". Furthermore, make all sul'dam, damane and the Empress herself swear on the Oath Rod to never collar another woman, or create another collar - and then get Tuon to destroy all excess collars.
