Sure, but Egwene isn't bringing about a cultural change in the White Tower; quite the contrary, she's adopted Aes Sedai culture herself wholesale.

The last "completely different" vision of hers which was a success was the opening of the novice book. Following that, she presented her plan about the Oath Rod and was shot down by Romanda and Lelaine, later coming to accept that they were right and she was wrong.

What about introducing the "student exchanges" with the Wise Ones and the Windfinders?

Not only she did that and open the novice book, but I also recall her often complaining that measuring rank based on power-strength was stupid; she hasn't done anything about that yet, but I'm pretty sure she will, eventually. She just have some more pressing issues as of now.
Moreover, she changed (for the best) the rules about how the Hall might meet (though the old rule was so retarded I hardly can believe it made any sense).
