What about introducing the "student exchanges" with the Wise Ones and the Windfinders?
OK, though the revelation of huge organized groups of channelers independent of the White Tower would have driven any Amyrlin to act. The method would have varied depending on the woman, but we see from Egwene's POV that her intent is to ultimately subordinate the Wise Ones and Windfinders to the Tower, as any Amyrlin would.
Moreover, she changed (for the best) the rules about how the Hall might meet (though the old rule was so retarded I hardly can believe it made any sense).
Changing parliamentary Rules of Order is just about the most conservative kind of change imaginable. This is not revolutionary stuff here.
