Randland is comprised of a feudal system where there is a King/Queen at the top of a hierarchy of Lords responsible for running manors within the realm. The Lords has serfs who are basically slaves that are tied to the land they live and work on and owe allegiance and taxes to their lord.

The Seanchan or no better, and it must be said, no worse. Running an empire is based on governance, rule of law. The fact that the vast majority of those people living in Seanchan lands seem content, safe, and prosperous enough. They also provide security for their people, the fact that Tinkers are gathering and migrating to Seanchan-held lands in the south (and especially around Ebou Dar) due to the safety Seanchan law provides them.
