A lot of people said Verin was stupid to only mention the shadowspawn attack on Caemlyn in a letter that Mat never opened but I think it makes perfect sense.
The problem isn't that.
The problem is that she told him that "if he opened it, he *had* to do what it said", while there was really no gain in doing that, only much more risk that he wouldn't open it.
She could simply tell him to open, without adding an idiotic requirement such as that one.
First, she has to feel absolutely certain that she's not betraying the Shadow's secrets while alive or she couldn't do it.
But mainly it's done so that his taveren nature is the deciding factor in what happens. Verin balances Mat's curious side with his suspicious side so that it's his tavereness that determines what will happen.
And so the needs of the Pattern are served to the utmost.
