While this idea is cool, you forget they probably have no male a'dam.
Fine, they had only one, and I can't recall what happened to it.
Rand recovered a whole boxful of them when Semirhage was captured. The original was last seen almost 300 days earlier when Egeanin handed it over to Suroth. Now, Suroth only became aware of Semirhage's presence some two weeks before the "Daughter of the Nine Moons" ploy, and we know that damane can only replicate a'dam, so either that Suroth found one who could replicate the similar but by no means identical Domination Band in the 300 days, or Semirhage had a means of replicating them herself in the final two weeks.

The former leaves open the possibility that more are out there.


I always assumed that Semirhage made them herself.

Although, the fact that the Seancan are handing out ter'angrael like candy may challenge this.
