Melaine can still feel Cadsuane's strength and would judge her ability off of that. Cadsuane didn't actually channel at all during this scene. Melaine was merely making comment to Aviendha that only Cadsuane of the AS could have managed the air and water spout.
Just like Melaine wouldn't assume Aviendah would be singed from the fire because her clothes aren't a part of her she wouldn't assume Cadsuane would try to quench the fire bare-handed.
They'd both face the fire with the tools they've got. Otherwise they'd be morons.
I seriously doubt Melaine even knows she has the angreal. Cadsuane even tried in TOM to play dumb about the Well until Rand told her he know what her ornaments were.
Melaine wasn't around Cadsuane for any length of time to see her use the thing. In fact the only time we've seen her actually tap into the angreal was during the Cleansing. Melaine is simply judging what she knows about Cadsuane.
