I seriously doubt Melaine even knows she has the angreal. Cadsuane even tried in TOM to play dumb about the Well until Rand told her he know what her ornaments were.
Melaine wasn't around Cadsuane for any length of time to see her use the thing. In fact the only time we've seen her actually tap into the angreal was during the Cleansing. Melaine is simply judging what she knows about Cadsuane.

If not specifically of her angreal, than of the fits she's capable of? The very fact that she's compared to Cadsuane indicates that Melaine heard things be it directly or from the dream-network.
