I don't think Cadsuane would do that to the White Tower.

Stop thinking as the reader who's annoyed with Egwene and think in terms of the world. Semirhage was a Forsaken and needed to have her authority removed and there was no consequence for doing so. Egwene is the Amyrlin, an ALLY!!!, and potentially necessary in her role in the future.

Besides, spanking egwene in front of everyone would not accomplish anything with Egwene. Like I said, that is precisely what Egwene is used to. She's learned how to respond to bullying.
