She is clearly aiming to increase AS world view by sending Accepted off to the WO and WF (as well as build bridges with those groups). Eventually creating an organization in the WT that is more involved in the world and not just with world politics.
Her inner thoughts about AS being Servants to the world is encouraging since most AS currently seem to think the world should be their servants!
