iirc, Rand used ice to kill Fades in Caemlyn in tFoH. and when Rand killed the Draghkars in Maradon.
Do we know of anyone besides Rand having the knowledge of weaving Ice?
Ice was used in Moiraine's training by Myrelle (?) to make her lose concentration by weaving it in special places.
