That's one theory that will never happen. Cyclical time, nothing different between this Third Age and the ones before, yada, yada etc.

The Bore has been sealed before, and the Dragon soul is still free for rebirth - in truth he was already incarnated when the Bore was made, so his "fused" soul definitely isn't the "patch".
