I wouldn't say that. It didn't stop Slayer from entering TAR in the flesh, but this may be caused by his permission from Moridin, Graendal or whoever activated the dreamspike. I can't recall exactly where it is said, but it is possible to exempt persons from its effects. That's exactly how the Dark Asha'man and BA can enter and leave the BT.
So, yes, one more effect might be to stop anybody from entering TAR in the flesh.
