the cords are only visible in TAR (via flesh, Rand never fought a forsaken in the dream like Egwene, and she saw no cords) or TAR related places (skimming void).
iirc, Rand could see the cords on Asmodean while he was chasing him down in the skimming void. when they get out, he has to guess where they are in the real world by visualizing them in his head so that he can cut them.

the fact that Egwene saw no cords could indicate one of two things: you have to be there in the flesh to see them OR only Rand can see them (but still requires being in a TAR related place).
