I'm wondering if that is significant now. Deain, the woman who created the a'dam, gave the first one to Luthair who thanked her and then leashed her with it. "Her screams shook the Towers of Midnight".

RJ later confirmed that the complex is a thirteen-towered fortress located outside the city of Imfaral in Seanchan.

It's a nice title because it can work on multiple levels. It could also refer to the Black or White Towers (or both), the Tower of Ghenjei, Moridin's new fortress, etc.
