Tear is probably the most pro-masculine country in WOT.

Tear has both High Lords and Ladies and is probably the only country where we don't see any preference being given to females. It's not that they give preference to males but rather the absence of female domination. Tear also used to be the most anti-Aes Sedai country in the Westlands, so I would think that would translate to somewhat more pro-male culture.

Illian is also an option but we don't think we really know enough about it to really say one way or another about the gender balance. Can they have a queen? I'm also not sure if the Council of Nine have to be all men.

I don't think there is any culture in WOT that's actually pro-male. The most I think we get near is gender balance, I suppose, in some places.
