I took his original comments to mean that, since there are already so many open plot points, he promise not add more major ones like shara or seanchan mainland to make the book longer.

I mean if Rand runs away and becomes a begger for some time, seanchan land is as good as any that happens. There would be less random DF trying to kill him there at least.
