I agree that this doesn't mean a 'living Aes Sedai' or even a 'reincarnation'. I'm rather thinking of something like a vacuole, whose ability to 'detach' from the pattern (and have time flow differently) has been mentioned, but which played a very minor role in the series (in the punishment of Moghedien, as I recall). Even then, it's probably a long shot, but the wording seems very strange.
Just another possibility. If a mirror world's time moves at a slower speed than Randland, then a person could enter a world, spend 300 days there and return 3000 years later.
All good things come to those who wait.
