I thought it was Mesaana because she appeared later and carried through on her threat to cut Sheriam's fingers off if she did not suceed in stealing all the dream ter'angreal. Mesaana also was the most active Forsaken in manipulating the "break" in the WT and was quoted at one of the Forsaken gatherings as having Egwene under control.
Ahh, I'd forgotten about that. Must read the books again. Hm, if it was before Halima was 'outed', I'd say it was her. Egwene was her task at the time, but wasn't getting the access she would have liked. After being revealed as a forsaken, though, I wouldn't expect Aran'gar to risk coming within a hundred miles of the rebel Aes Sedai. They're a paranoid lot, the forsaken.
The oddest part is that Aran'gar didn't just Compel Egwene from the beginning. Then there would have been no need for any such drama.
