I'm suggesting that maybe the DO's influence has expanded enough that orders like "kill X" don't require micromanagement by a Fade, or his influence can keep the Trollocs maintained at a level where you can have more Trollocs/Fade.

Kind of like when the big angry boss's blinds are open at work, and everyone knows it. The general feel around the office might be altered to where the managers don't need to do as much managing.

I'm not saying it would be some HUGE DRASTIC effect. Just that it might offset the dearth of Fades some small bit.
