She's a very valuable resource. Rand thinks she's dead, and only a few people know she's alive. She'll be back, alright.
And RJ was pretty good about moving on from characters who he was done with. Galina being the prime example, but to a degree Liandrin as well... Sure we saw her a few times, but he never gave us the impression that she was anything other than a prisoner. In fact her situation just kept getting worse.
I just don't see what purpose having a 3rd mind trapped forsaken serves. Graendal could very likely end up as such, but I doubt we'll get more than a peek at her as some kind of pleasure slave so we have a hint at her fate.
Of course she could also follow in the footsteps of several of her Nazi parallels and kill herself.
