Yes, but Perrin didn't passive-agressively punish Faile for not living up to his cultural standards. Instead, he tried to fix whatever he was doing wrong. Yes, he was inept at it and ended up making the situation worse, but he was actually trying to make Faile feel better, not punishing her for not fitting into his idea of what a wife should be like. That's the difference.
