Ghealdan overall is just in a bad position to the point where a road to the Two Rivers might not help much - the Two Rivers are so remote from most of Andor that not much help would be gained by building a road there unless Elayne reinforces the roads with more guard towers and patrols.

And the Mountains of Mist forms a natural bulwark on at least one side, so Ghealdan is really looking at threats along the southern edges of their borders.


If the Seanchan were to use force than Ghealdan would be toast. If on the other hand some sort of truce were to be signed, Ghealdan would be able to survive as long as it wasn't isolated. The Seanchan could restrict trade and movement out of Ghealdan making their continued independence difficult. The way for Ghealdan to alleviate that possibility would be for them to build a road north to the Two Rivers.
