The plan seemed more about throwing humanity into chaos (Let the Lord of Choas Rule etc ...). The major Tactic in the plan seems to have been turning Rand Dark ... And it was working, even had he not turned fully to the DO his actions were destroying the world around him. Imagine how much worse it would have been if the Forsaken had started out as a unified front. But instead they all went their own way and and tried to establish their own power bases.
