Well, most Aes Sedai can't even mention the word stilling most of the time, that's how afraid they were of it, Samitsu is a bit of an exception.
Not an exception, just an example of how the Aes Sedai have adjusted, I think. Why would Samitsu, who can't even perform the Healing weave, be any different?
And why she we doubt Moghedien on that? IIRC it wasn't only her which referred to stilling as being incredibly painful.
Moghedien knows very little about things that are of no interest to her. She's such a coward that she probably avoids the subject of Stilling more than most.
Sure, Cadsuane can break the law if necessary. But why would she or any other Aes Sedai do it just to help some experiment of Verin? They already know stilling can be Healed, all further experiments are of marginal interest.
Clearly there are more things to learn. Nynaeve could have mentioned Verin that she was only able to partially Heal Siuan and Leane, etc. We know that only men can truly Heal women and vice versa but the only way to be sure is an empirical test.
However, I think that in the middle of a war it would seem a bit off for Verin to suddenly start suggesting that someone Still her. But hey, we saw her discussing snakes with Nesune Bihara in CoT. Nesune, a fellow Brown, would have been the perfect person to Still her.
What if Verin was not such a drama queen?
