no verin was linked with 2 other women only.
i forget the particulars but i think the issue with men or women MUST control the circle when it's too far out of balance one way or the other.
for instance 13 women bringing one man in he'd have to control, or perhaps the other way around with one woman bring 3 or more men into a circle with her.
if i recall correctly when rahvin, sammael, lanfear, and graendal discussed linking together when they lured al'tor to illian one of the women mentioned something about sammael insisting that they bring in more women so he'd would hqave to control the link.
