As for the quote, it is wrong. It misquotes the BWB. See BWB, pg. 25.

"In Most cases, either a man or a woman can control the link - this is called leading, focusing, or guiding - but in the case of a circle of seventy-two, a circle of only one man and one woman, or in most circles of up to thirteen which contain more than one man, a man must lead.

Ergo, in a circle with 13 or fewer channellers, with more than one male, a male will most likely have to lead.

Verin also always had control of the circle. It was Elza that requested permission to lead, and she got it. Note that Cadsuane's rule was followed, that it must be two women and one man with Callandor, and a woman must lead.
