I'm sure the rest of the theory is 100%.

However, I think the Shadowspawn attack lies at the feet of either Demandred or Semirhage. Demandred may have wanted to test the waters with Rand, and his reasons for appearing as Sammael are obvious. Semirhage may have wanted to weaken him for her plot by perhaps killing a few of his allies. Demandred's admission that he was mistaken at the Forsaken tea party is ample evidence that it was either him or one of his allies. It was too out of character for Cyndane, which may be what she wanted, but more likely is because it wasn't her at all.
