There aren't that many people who can use balefire. There is no need to make a special effort to tell all their allies not to use it. Traveling however has become VERY popular. There have been mentions throughout the series about not traveling at Shayol Ghul, maybe something has happened to extend the dangerous region, or perhaps the pattern has become too fragile to withstand the male hole poking or the female folding.
